Thank you for your interest in the Section 8 rental assistance program. Section 8 is a highly successful federally funded program. Right now, the Norwalk Housing Authority is offering a $500 signing bonus for each new Section 8 Contract signed. Certain exclusions apply. Click here for more information.

By providing rental subsidies directly to property owners, Section 8 does not create a large bureaucracy through the construction, maintenance, and management of housing. For a quick overview of the benefits of participating as a landlord, please read the information sheet.

We also encourage you to read the Section 8 Owner Booklet. It is a thorough description of the procedures and policies of the Norwalk Housing Authority. In this booklet, you will learn about how to select a Section 8 tenant and what to expect during the inspection. We value your participation, so please do not hesitate to call us at (562) 929-5588 if you ever have any questions about the program.

SB 329 Overview and "Nuts and Bolts" of Section 8 (coming soon)

Payment Standards
The Housing Authority uses payment standards to calculate the housing authority's maximum subsidy based upon the voucher size or unit size. Payment standards are set at 90-110% of the Fair Market Rent for the Los Angeles-Long Beach Metropolitan Statistical Area. The payment standard is not the maximum rent the owner may charge. The requested rent must be comparable with similar units in the neighborhood. Rents vary widely in the City based upon location, size, amenities, type, age, and quality. Below are the payment standards effective November 1, 2019:

0 - Bedroom: $1,200
1 - Bedroom: $1,450
2 - Bedroom: $1,800
3 - Bedroom: $2,500
4 - Bedroom: $2,700

Damage Mitigation Fund
Starting July 1, 2018, Section 8 landlords can apply for up to $2,000 for unpaid rent and/or damages exceeding the security deposit for Section 8 tenancies. In order to be eligible for damages, the property owner must have collected a security deposit from the tenant which is equal to or exceeding the first month's rent. The Housing Authority must conduct a move-out inspection immediately following the vacate date and before repairs are made. A Request for  Reimbursement form must be received by the Housing Authority with receipts and proof of collection attempts within 30 days of the Housing Authority's move-out inspection. This new program only applies to move-outs occurring on or after July 1, 2018. For more information, read the program guidelines or contact the Housing Authority at (562) 929-5588,
