The City's 2020 Vision outlines objectives to support and invest in energy efficient and environmentally friendly technologies to develop sustainable infrastructure, reduce the City’s carbon footprint and lower long-term costs. Actions include:
- Promote environmental responsibility by creating a citywide campaign to encourage residents to “Go Green,” recycle, and conserve water.
- Create energy efficient facilities and public rights of way by changing lighting fixtures and bulbs to the most cost effective options to reduce usage and long-term maintenance costs.
- Utilize smart technologies by studying infrastructure to identify technological upgrades in wireless access, monitoring systems, lighting, and solar applications.

The City of Norwalk has been accepted to participate in the Beacon Program. The program is sponsored by the Institute for Local Government (ILG) and Statewide Energy Efficiency Collaborative (SEEC) to provide a framework to share and recognize efforts by local governments to reduce greenhouse gas emission, save energy, and promote sustainability. Gateway Cities Energy Leader Partnership Program (GCELP)
In an effort to further strengthen the City's commitment, participation in the Gateway Cities Energy Leader Partnership Program allows for the City to receive no-cost third party audits of facilities, one-on-one technical support through the Partnership’s technical assistance consultants, strategic planning support on energy efficiency and sustainability, and marketing/outreach materials for the community. This Partnership is funded through Southern California Edison (SCE) and The Gas Company.
On September 13, 2018 on the behalf of the ILG’s Beacon Program, the City was presented a Gold Level Award for achieving a 12% Community Greenhouse Gas Reduction.
The City reached Silver Tier Level in November 2014 and Gold Tier Level in January 2017 achievement recognition from the GCELP by reaching a 5% kilowatt-hour (kWh) reduction in 2014 (-292,000 kWh) and 10/% kWh reduction in 2017 (-584,000 kWh).
